Since the original posting of this app, it seems that the accessibility has become a bit more cumbersome. I've bumped it down, and while it is still usable, you'll have to fiddle around with it to fully grasp how all the controls work.

The App Store description doesn't say anything about blowing air. If it does this, then there is a problem with either the app or your device as that is not the intended purpose of this app.

Keep in mind that this app is not meant to simulate a real fan. This means that it is only sound you are hearing.
