This app is mostly accessible. This app allows you to connect to your PlayStation for Consol to stream your games to other devices. You will need sighted assistance in setting up your PlayStation 4 consul to do this!

I was able to download install and set up this app on my iOS and iPad devices very easily. I did require sighted assistance in setting up my PlayStation 4 consul, only because the text to speech on the PlayStation 4 does not read all of the menus to you. I would recommend pairing a good set of Bluetooth headphones to your device as well as pairing your controller of choice to your device steps to find out how to do that can be found on YouTube.

Once the remote play is set up how can I play games like street fighter does voice over read the text

You can't use voiceover to read in-game text because the elements you're interacting with are just being mirrored from your PS4 - which likewise doesn't work with text-to-speech in-game. If you have a PC you could use Remote Play on that and use NVDA (or JAWS) OCR capabilities to read any in-game text. If you have no choice but to use your IOS device, the only other option is to take a screenshot of the screen you want to read, then Share the image with which ever OCR app you're using, whether it be Envision, Seeing AI etc, then discard the image when you're done. It's a round-about way of doing things though. SO it's up to you how much time you want to put into it.
